List of 28 States of India: As per Article 1 of the Indian Constitution, India, known as Bharat, is a union of states that forms a sovereign, socialist, secular, democratic republic governed by a parliamentary system. Before gaining independence, the country had 17 provinces and 565 princely states. After independence, 562 princely states joined the Indian confederation, with only three states, namely Hyderabad, Mysore, and Kashmir, remaining independent. Following the challenging process of restructuring the princely states, India had 14 states and 6 union territories in 1956. Since then, we have added more states and union territories over the decades.
The significant change occurred when Telangana was established under the Andhra Pradesh Reorganization Act on June 2, 2014, bringing the total to 29 states and 7 union territories. However, after the bifurcation of Jammu & Kashmir into two union territories—Jammu and Kashmir, and Ladakh—effective from October 30, 2019, the tally stands at 28 states and 8 union territories as of 2025. The President serves as the constitutional head, while the Prime Minister is the executive head, with Governors acting as nominal heads at the state level, and Chief Ministers being the elected heads. Note: Under the Jammu and Kashmir Reorganization Act of 2019, Jammu and Kashmir was bifurcated on October 30, 2019. Following the revocation of Article 370, the two new union territories—Jammu and Kashmir, and Ladakh—were created. This led to the current count of 28 states and 8 union territories in India.

Initially, India had 7 union territories before July 2019. Following the re-organization of the former state of Jammu and Kashmir into two union territories, Jammu and Kashmir and Ladakh, effective from October 31, 2019, and the merger of the territories of Dadra and Nagar Haveli and Daman and Diu on January 26, 2020, the number of union territories in India has reached 8.
