1511 unauthorised colony list in Delhi has become a major talking point after the government announced a big step towards giving legal status to thousands of homes. This move is expected to benefit lakhs of families who have been living in such colonies for years without proper ownership rights.
The decision has been taken jointly by Centre and Delhi government to regularise 1,511 colonies on an “as is, where is” basis, making process simpler and faster.
1511 Unauthorised Colony List
1511 unauthorised colony list includes those colonies in Delhi that will now be given legal recognition. This means:
- Residents can get property ownership rights
- Buildings will be regularised in their current form
- People can apply for construction or redevelopment legally
Earlier, lack of approved layout plans was a major hurdle. Now, this requirement has been removed, making the process easier.

Major Announcement by Government
The decision was announced by Union Housing Minister Manohar Lal Khattar, who said the move aims to encourage residents to come forward for property registration.
Delhi Chief Minister Rekha Gupta also stated that this step will help integrate these colonies into planned urban development.
Which Colonies Are Not Included?
Out of 1,731 colonies, some have been excluded due to specific reasons:
- 90 colonies in Yamuna floodplains (O-Zone)
- 61 colonies in forest and Ridge areas
- 69 affluent colonies
- 51 colonies that did not exist before 2019
Only the remaining 1,511 colonies are part of this regularisation list.
What Has Changed in the New Rule?

- No layout plan required
- Only building plan by MCD-approved architect needed
This change removes one of the biggest hurdles in the process.

- Get approval within 45 days
Ownership Documents Explained
There are two types of documents:
- Conveyance Deed (CD): For government land
- Authorisation Slip (AS): For private land
So far, around 40,000 documents have already been issued under the scheme.
