- Must be a permanent resident of Assam and belong to the Tea Tribal Community.
- Age should be between 20 to 40 years.
- Annual family income should be less than ₹2.5 lakh.
- Must not have received similar benefits in the past 3 years.
- Should be unemployed youth of Assam.
- Only one member from each family can receive benefits.
- Must complete 3 months of mandatory skill development training.
