Ministry of Finance Central Government of India has issued cbn.nic.in list 2024-25 in gazette notification for opium crop cultivators and declared a new opium policy for the financial year 2024-25. To be eligible for obtaining license of opium cultivation in succeeding year 2023-24, It is necessary to give a minimum average yield of Morphine (MQY-M) of 4.2 kg per hectare morphine during the crop year 2022-23. The quantity of morphine of opium during the year 2023-24 will be considered on the basis of payment of crop year 2022-23.
India is authorized to produce gum opium by the United Nations. The opium which is also known as Afium or Aahi Phen is a good source for relieving pain. It belongs to the family papaveraceous which is medicinal herb and used to relieve pain (analgesic) and used as anti-tissue & anti spasmodic. India grow opium crop legally to produce opium gum, alkaloids, morphine (pain relieve to severe pain), codeine (used in cough syrups) and thebaine for medical and scientific purpose. In India opium cultivation is permitted in notified tracts of Rajasthan, Madhya Pradesh and Uttar Pradesh state by Central Bureau of Narcotics department. The general condition for eligibility to get afim patta license is Minimum Qualifying Yield (MQY-M). Narcotics Commissioner issues licenses to the farmers to cultivate opium poppy. The cultivators are required to tender their entire opium produced to the CBN and they are paid a price at the rates decided by the government of India.

केंद्र सरकार नारकोटिक्स विभाग ने 12 सितंबर 2023 को अफीम की नई नीति जारी की है। अफीम नीति 2023-24 के तहत सभी पात्र किसानों को 10-10 आरी के पट्टे दिए जाएंगे और किसान 2 से अधिक भूखंडों पर अफीम की बुवाई नहीं कर सकते हैं। अफीम लाइसेंस के लिए फसल वर्ष 2023-24 के दौरान न्यूनतम 4.2 किलोग्राम मॉर्फिन प्रति हेक्टेयर देना आवश्यक है। सभी पात्र किसानों को 0.10 हेक्टेयर का लाइसेंस दिया जाएगा।

New Opium Policy 2023-24
The central Bureau of Narcotics has issued new opium policy on 13 October 2023. This new policy of opium crop is for new license issued to farmer for cultivation of opium poppy for obtaining opium gum through lacing for session 1 October 2023 to 30 September 2024.
- All Eligible farmers will be given licence of 0.10 Hectare
- Farmers are allowed to sow opium poppy only in two plots.
- Farmers will be permitted to take on lease, land belonging to others for cultivation of poopy opium crop.
- For opium poppy license minimum average Morphine (MQY-M) of 4.2 Kg per hectare during crop year 2022-23 is required.
- Minimum an average yield of 4.2 Kg per hectare of opium poopy crop during year 2021-22 is required for opium poppy license.
- Only 5% condonable limit is allowed means actual cultivation should not exceed 5% of the area licensed for poppy cultivation.
- The farmers must not violate any rule or departmental instruction issued by Central Bureau of Narcotics to opium poppy cultivation.
- If any farmer violates rules or resorts to illicit cultivation of opium poopy , he/she will be charged for offense under Narcotic Drugs and Psychotropic Substances Act, 1985.
