Key Changes These Bills Bring
Some of these bills change rules that affect students, banks, courts and even state names. A few important ones are worth noting.
- Vande Mataram gets legal cover - The Prevention of Insults to National Honour (Amendment) Act, 2026 gives the National Song the same protection as the National Anthem. Stopping someone from singing it or disturbing a gathering singing it can now lead to jail up to three years, a fine, or both.
- Stricter punishment for exam paper leaks - The Public Examinations (Prevention of Unfair Means) Amendment Act, 2026 raises the minimum jail term for using unfair means from three years to five years, and the maximum from five years to ten years. The maximum fine goes up from ₹10 lakh to ₹50 lakh. Investigations must finish within two months.
- Easier late birth and death registration - The Registration of Births and Deaths (Amendment) Act, 2026 removes the need to go to a judicial magistrate for delays up to two years. A District Magistrate, Sub-Divisional Magistrate or Executive Magistrate can now pass the order.
- More judges in Supreme Court - The Supreme Court (Number of Judges) Amendment Act, 2026 raises the sanctioned strength from 34 to 38 judges, including the Chief Justice of India.
- Kerala becomes Keralam - The Kerala (Alteration of Name) Act, 2026 changes the state's name to Keralam by amending the First Schedule of the Constitution.
How a Bill Becomes Law in India
A bill has to clear several stages before it turns into an Act. The process is the same for most bills, whether they start in Lok Sabha or Rajya Sabha.
STEP 1 - A bill starts as an idea from a citizen, a group, a public official or the President. The idea is drafted into a bill and introduced in either House of Parliament.
STEP 2 - The bill goes through a first reading, where it is introduced and its main aims are explained. It is then published in the official Gazette.
STEP 3 - In the second reading, members discuss the bill in detail. It may be sent to a standing committee or a select committee, which studies it and suggests changes.
STEP 4 - The third reading follows, where the House votes on the bill. A simple majority is needed for it to pass in that House.
STEP 5 - The bill then goes to the other House, where the same three readings happen. If that House suggests changes, the bill returns to the first House for approval of those changes.
STEP 6 - Once both Houses agree, the bill is sent to the President of India. The President signs it, and the bill becomes an Act. It then comes into force on the date notified by the government.
Types of Bills Passed in Indian Parliament
Parliament deals with five kinds of bills, and each one follows a slightly different route.
- Ordinary Bill - Covered under Article 107 and Article 108, this is the most common type. It can start in either House and needs a simple majority to pass.
- Money Bill - Defined under Article 110, it deals with taxes, borrowing and government spending. It can only be introduced in Lok Sabha, and Rajya Sabha can only give suggestions within 14 days.
- Financial Bill - Covered under Article 117 (1) and Article 117 (3), it has some features of a Money Bill but is treated differently. It needs the President's recommendation to be introduced.
- Constitutional Amendment Bill - Under Article 368, this bill changes the Constitution. Some changes need a special majority in both Houses, and a few also need approval from half the state legislatures.
- Ordinance Replacing Bill - Under Article 123, this bill is brought in to replace an ordinance issued by the President when Parliament is not in session. It must be passed within six weeks of Parliament reassembling.
