Central Bureau of Narcotics (CBN) has released the list of eligible and ineligible cultivators for the opium crop year 2025-26 on its revamped website cbn.gov.in. The eligible cultivator lists for Neemuch, Mandsaur, Chittorgarh and other district opium offices of Madhya Pradesh and Rajasthan can be viewed district wise on the official portal. For the crop year 2025-26, which runs from 1 October 2025 to 30 September 2026, nearly 1.21 lakh farmers were estimated to be eligible for licenses in Madhya Pradesh, Rajasthan and Uttar Pradesh.
CBN issues the afim patta (opium license) list every year after the annual licensing policy is notified. For crop year 2025-26, the policy was notified as G.S.R. 622(E) dated 11 September 2025 for opium gum through lancing and G.S.R. 623(E) for poppy straw production. Farmers who achieved Minimum Qualifying Yield (MQY-M) of 4.2 kg morphine per hectare in 2024-25 are eligible to continue. To keep the license for 2026-27, farmers need to achieve 5.9 kg morphine per hectare in crop year 2025-26.

Opium poppy is legally cultivated in selected tracts of Madhya Pradesh, Rajasthan and Uttar Pradesh under the supervision of Central Bureau of Narcotics. India is the only country authorized by the United Nations to produce opium gum. The license is issued every year in October, and farmers must tender their entire produce to the government as per the notified policy.
Eligibility for Afim Patta License 2026-27
Under the licensing policy notified for crop year 2025-26, a farmer is eligible for a license only when the conditions given below are met. The same rules will decide eligibility for the next crop year 2026-27.
- Minimum Qualifying Yield (MQY-M) of at least 4.2 kg morphine per hectare was achieved in 2024-25.
- The farmer did not cultivate beyond the 5% condonable limit of licensed area in 2024-25.
- The farmer was not charged for any offense under NDPS Act, 1985 in a competent court.
- Departmental instructions issued by CBN to cultivators were not violated during the crop year.
- The farmer did not fully plough back the poppy crop during three consecutive crop years.
For crop year 2025-26, existing opium gum cultivators with average morphine yield between 3.0 kg and 4.2 kg per hectare were allowed to shift to CPS method of unlanced poppy straw cultivation with a five year license. This has brought around 15,000 additional farmers into the fold.
